system within the series. But Devil Fruits
aren’t the only way to reach the top—and Eiichiro Oda has shown us
plenty of examples of legendary pirates and Marines who became monsters without
relying on one.
Among them, two figures stand above all others: Rocks D. Xebec and Gol D. Roger, both hailed as the strongest non-Devil Fruit users in the history of One Piece.

everything in their path. His attacks felt more like blunt force devastation
than sharp slashes.

Rocks’s power was so immense that he
effortlessly killed an Admiral at Marijoa and challenged powerful figures such
as Harald. Beyond his strength, he gathered together the most dangerous crew of
the era, including legends like Whitebeard, Big Mom, and Kaido.
Gol D. Roger – The Pinnacle of Haki
While Rocks may have been terrifying, Gol D. Roger arguably surpassed him.
Known as the Pirate King, Roger achieved the pinnacle of strength without ever
consuming a Devil Fruit.
Kaido himself confirmed that Roger reached the peak with Haki alone,
proving that raw willpower and mastery of this spiritual force could rival and
even outshine Devil Fruit abilities. This makes Roger one of the greatest
fighters in history and the only pirate recognized by Kaido as having reached
the true pinnacle.
Non-Devil Fruit Users and the Power of Haki
Most powerful non-Devil Fruit users rely on Haki as their primary weapon. Advanced
forms of Armament, Observation, and Conqueror’s Haki elevate them to levels
that rival, and sometimes surpass, Devil Fruit users.
