While Rocks may have been terrifying, Gol D. Roger arguably surpassed him. Known as the Pirate King, Roger achieved the pinnacle of strength without ever consuming a Devil Fruit.

Kaido himself confirmed that Roger reached the peak with Haki alone, proving that raw willpower and mastery of this spiritual force could rival and even outshine Devil Fruit abilities. This makes Roger one of the greatest fighters in history and the only pirate recognized by Kaido as having reached the true pinnacle.
